[validator] Validate quoted local part of email addresses #162
Description
Actually Zend_Validate_EmailAddress does not validate correctly quoted local parts according to RFC 5321 and has a dead code with a PHP var interpolation in a single quote string
This patch can be backported here for fix the issues
zendframework/zendframework#4793
