Add accessibility guidelines to the documentation guidelines.
Also includes a very minor CSS tweak to improve visual contrast of a few things in light mode. There's hardly any change to the actual look & feel but it makes text easier to read. I hope it's OK to squeeze it in - I can also make a different PR...
