Adds runtime device power management support to the SHT4X driver. There is no specific sleep state for the chip, so RESUME and SUSPEND states are empty. Added a small 1 ms delay after power-up before performing the software reset. Runtime PM was tested on a custom nRF54-based board that carries an SHT4X.
