This adds the signing key for Fedora 40 (the 2022 key) to the zfs-release package spec.

This reverts commit 14cfe8a. Revert the commit since we already had an approved PR (#86) that added the F40 signing key and we should use that instead. PR #86 also bumps the 'Release' field and adds to the changelog, which was missing in the old commit. Next step is to pull in #86. Signed-off-by: Tony Hutter <hutter2@llnl.gov>
