Bumping RUNNER_VERSION across a major release can break downstream assumptions (e.g., required Go version, dependency tags in zopen_config(), and whether the existing patches/*.patch still apply cleanly to v18.10.0). Consider confirming the port still builds/tests end-to-end against this tag before cutting a new stable artifact.
