Add page on docs for list of package vulnerabilities

Adds a page generated by a python script to the docs listing vulnerabilities in zopen package releases. There is a dropdown menu for each release which expands to show a bullet list of CVE ids and descriptions. Here's a preview of what it looks like:

Nice! A couple of ideas for improvement for the future (which you can handle in another PR)

• Can you add a link to the release page after expansion of the details?
  • For example, for grafana: https://github.com/ZOSOpenTools/grafanaport/releases/tag/STABLE_grafanaport_2266
  • And a link to the latest (if one exists that does not match the current one with the vulnerability) so that users can be made aware that there's a new version
