Unified MCP server with ask-first work-item demand signals.

Added

  • Work-item demand signal MCP tools — SCM/issue-tracker agnostic, ask-first by design.
    • preview_work_item_mine — show scope summary and estimated item count; no issue bodies in preview.
    • mine_work_item_signals — fetch normalized demand signals after user approval (confirmed: true + valid preview_id).
    • GitHub and file providers (v1); GitLab and Linear stubs return not_implemented.
    • Normalized WorkItemSignal schema, theme clustering, evidence ledger markdown output.
    • templates/work-items-export-template.json for file provider.
  • SKILL.md — Phase 3 ask-first rules for work-item mining; never auto-detect provider or mine on bootstrap install.

    • Package name: @growth-scout/mcp (was @growth-scout/competitor-mcp).
