feat: rebuild db, add to artifacts (#5)

* chore: rebuild commands.db without Windows entries (55MB -> from 30MB with Windows)

* chore: serve commands.db from GitHub releases instead of repo

- Remove commands.db from repo (now gitignored)
- Update db.rs to download from releases/latest/download
- Remove Windows from import_tldr OS list
- Increase download timeout to 120s for larger DB
