eerk-baseline

Canonical baseline for the eerk fleet. Source of truth consumed by each repo's .github/workflows/eerk.yml (pinned to a tag, e.g. v1).

• baseline.toml — manifest: managed files + policy rules
• baseline/ — canonical copies of exact/presence files
• action/collect-state.sh — collects repo settings via gh api into a flat state.json
