Fixed — the plugin 4.28.0 shipped did not load

4.28.0 added the Claude Code plugin manifest written against the published
schema. Installing it said otherwise:

Status: × failed to load
Error: Path escapes plugin directory: ./ (skills)

"skills": "./" was a reading of the documentation, not a tested value, and
Claude Code refuses it. The fix is the layout the default discovery already
expects rather than another guess at the field: the skill moved from
agent_skill/ to skills/report-workflow/, and the manifest points at
./skills. Every reference in the repository moved with it — README, AGENTS.md,
the docs, the skill's own reference files, scripts/render_skill_docs.py, and
the tests.

test_version_sync now pins the skill directory name and the manifest's
skills value, because renaming that directory breaks installation and nothing
else, so no other check would notice. The marketplace entry also carries the
description claude plugin validate asks for.

Verified by installing it: claude plugin marketplace add, plugin install,
then plugin list reporting Status: √ enabled, with the plugin and
marketplace recorded in ~/.claude/settings.json. The failure above is what the
first attempt actually printed.
