Restoring from onboarding marked setup complete and closed the wizard, so
the Safari extensions stayed off with nothing pointing at them. It now jumps
to the setup step, skipping the earlier choices, and finishes there. That
state survives a relaunch so leaving for Safari Settings can't reset it.

Backups now carry the Filters and Userscripts "show active only" toggles.
