• Fix validation of procedure names in package manifest exports when extracting module info.
• [BREAKING] Consolidate all package debug info sections into PackageDebugInfo, and rewrite its serialization format to remove as much excess overhead as possible. This addresses the issue where the presence of package debug info causes massive execution-time overhead when requesting the debug info for the package. It also simplifies construction/maintenance of debug info, and provides more ergonomic APIs for accessing specific types of information. (#3398).
