Closes the remaining release-data projection failures found by the isolated candidate smoke.\n\n- scope the Classic boundary tick policy to the shared classic model\n- map typed SQL writer names to reviewed semantic event kinds\n- allow same-run verified typed-fact sources before atomic canonicalization\n- include typed facts and dispositions in evidence-bearing occurrence-only promotions\n- do not classify every Classic launch as coordinator-funded\n\nVerification:\n- PGlite database suites: 25 passed\n- Vitest: 1,581 passed, 7 skipped\n- Typecheck: passed\n- ESLint: passed\n- Next production build: passed\n- Isolated candidate smoke: real Classic and Stock-Paired pages committed; production unchanged
