feat: ship second-fast programmable read models

Outcome

Adds the fail-closed seconds-fast read-model path for launches, Token, Classic Chart, exact market cap, and ranking while retaining the 12-confirmation canonical path.

Release safety

• Candidate restore/recovery operator is exact-backup, role/ACL and PG17 verified
• QuickNode wake is HMAC-authenticated and durable; dual Alchemy/QuickNode evidence is persisted
• real-block <=10s SLA is bound to the exact organic block, DB receipts, staged commit/deployment/project/stream, Token and Chart bytes
• workflow remains stage-only; Vercel production promotion is manual and SLA-gated
• no Candidate or Production mutation has occurred

Verification

• npm run verify: 1,781 passed / 7 skipped; lint, typecheck, ops gate, build green
• PGlite: all 31 SQL test files green
• targeted SLA/Ops: 34/34
• operations source contract: 28/28
• gitleaks: 30 commits scanned, no leaks
