Adds Swift Package Manager support with version-based installation from 1.2.0, preserving existing public APIs and Carthage integration.

Changes:

  • Expands XCTest coverage to 29 tests covering timer lifecycle, countdown boundaries, queue selection, cancellation, reentrant callbacks, and concurrent registrations.
  • Fixes lost reentrant debounce/throttle work using a tokenized thread-safe registry without invoking user callbacks under a lock.

Validation:

  • Linux Swift 6.4.1 and macOS Apple Swift 6.1.2 Debug and Release suites pass.
  • Historical platform declarations are retained; iOS/tvOS/watchOS device builds were not run.

Install with .package(url: "https://github.com/100mango/SwiftTimer.git", from: "1.2.0").
