First release of .NET Framework 4.8 for Windows 98.

Install (details in the README):

1. On Windows 98 SE, install KernelEx 4.5.2 (included, in third_party\kernelex-4.5.2) and restart.
2. Extract dotnet48-win98-1.0.zip on the Windows 98 machine with 7-Zip 9.20 (it keeps long file names).
3. Copy mscoree.dll from a Windows 10/11 PC (C:\Windows\SysWOW64\mscoree.dll) into the extracted folder.
4. Run WIN98SETUP.BAT from an MS-DOS Prompt. It downloads Microsoft's .NET 4.8 redistributable (or uses one you place beside it), then patches and installs it.
5. Restart. A quick check runs and shows its results in Notepad.

.NET Framework itself is Microsoft's and is not included: setup downloads Microsoft's redistributable and patches it on your machine.
