v1.3.2 — Hotfix: flatten static curl paths

`actions/upload-pages-artifact` hardcodes `tar --exclude=.github`, so v1.3.0's static curl paths under `.github/` returned 404. v1.3.1 fixed `.cursor/rules/` but couldn't fix `.github/`.

Static curl paths are now flat:

• https://aipolicy.1mb.dev/presets/<preset>/copilot-instructions.md
• https://aipolicy.1mb.dev/presets/<preset>/aipolicy.mdc

ZIP download from the web UI still uses canonical nested paths (.github/copilot-instructions.md, .cursor/rules/aipolicy.mdc) so the ZIP extracts straight into your repo.
