PS1-ify v1.4.0

Updated the add-on to work for Blender version 4.2+. Changes to the Blender API caused errors and caused the add-on to not install. Added manifest files in accordance to new requirements for extensions.

• Updated to Blender 4.2+ (not temporarily like in v1.3.1).
• Added manifest.toml.
• Added grid snapping to more accurately reflect vertex snapping.
• Added wobble settings panel.
• Added sliders to change speed, strength, and grid size of wobble modifier.
• Fixed wobble offset, now averaged to center.
• Overhauled UI elements
