Summary

• remove Workbench from global navigation and require an explicit development auth bypass
• clear repository-wide Python, TypeScript, and ESLint diagnostics while preserving runtime behavior
• restore browser entrypoint fail-closed engine selection and embedded Chrome gating
• preserve control-cycle evidence setup and narrow the public-release source recipe contract
• record ORCA login FX runtime acceptance and remaining motion-contract gaps

The previous project-integration branch was not merged directly because upstream PR #87 already landed its exact tip. This branch is based on the canonical upstream main integration state.
