chore: bump continue submodule for New Chat draft fix continue 1c38c13b5 keys New Chat input drafts by tab id so an unsent prompt survives switching to another chat and back. Also adds the root-cause/fix plan doc at docs/superpowers/plans/2026-09-11-newchat-draft-loss.md.
