Fix the controller setting never taking effect

Two faults. GlobePanel.UsingController was wired near the end of MainForm's
constructor while the pool panels are built at the top of it, so they asked
whether a controller was in use, got nothing, and drew a key box whatever
the setting said.

And a ViGEm load failure could not be caught: an unloadable assembly throws
when the method mentioning it is JIT-compiled, on entry, before the try
block inside it is reached. The client calls now sit behind NoInlining
methods invoked from inside the try, so the failure lands at the call site.

The chosen input method is also logged on every change, before anything that
can fail, since a setting that does nothing and says nothing is
indistinguishable from one that was never changed.
