v5.1.4 - 性能护栏 + 简化治理收口

在已发布的 v5.1.3 之上完成性能计划 P6-P10 与简化计划 S1-S6，并收口 C-005 复杂度预算决策。

Highlights

• index.js onload 从 552 行单函数拆为 27 行阶段链 + 17 个具名阶段函数。
• complexity:report/check 纳入 index.js / install.cjs 根入口文件扫描。
• tests/pattern-detector.test.js 按行为拆分，42 个用例总数不变。
• libModuleCount 预算调整为 hard 118 / soft 105，并固化“新建文件是最后手段”。
• 性能计划 P6-P10 收口：benchmark 17/17，perf 全部在阈值内。
