- Add has_reference_code context flag to DriverService::buildContext()
- Add has_gross_monthly_income context flag to DriverService::buildContext()
- Enables YAML drivers to conditionally render these input fields

This allows vouchers with reference_code or gross_monthly_income inputs
to properly display these fields in the form flow.
