CISO fold (build #2) + the face (build #4), together because the face renders the fold. Adds an `officers:` map to the seat (institutio/registry/organs.yaml) — HIERARCHY.md rendered as data: which officer convenes which organs. This IS the CISO fold: identity·authority·integrity gathered under one office (plus the full C-suite: CEO/CFO/CKO/CTO/COO/GC/CCO). Federation, not fusion — organs stay themselves; the map just says who convenes them. The face (cli/src/limen/vigilia/face.py, `python -m limen.vigilia face`) renders the C-suite from that map overlaid with the live autonomic status (logs/vigilia/status.json). The officer list is DERIVED from the seat — nothing hardcodes who the officers are, so the pane stays correct as the institution grows. Read-only, fail-open.
