Submission for the $50K Circle Agentic Economy Prize (Build with Gemini XPRIZE)
Every decision terminates in a Circle Agent Wallet UserOperation. The Treasury spends autonomously under a Circle-enforced spending policy — when a payment is uncertain, it buys a second opinion before deciding, without a human in the loop. The paying wallet holds zero ETH; Circle's relayer sponsors gas, so the agent pays only the sub-cent USDC itself.
Remove Circle and the economy does not exist — not the settlement, not the gas model, not the policy enforcement. Card rails cannot express it at all: $0.30 interchange makes a $0.02 evidence purchase absurd.

Each is an ERC-4337 UserOperation through the EntryPoint, gas paid by Circle's relayer against a Treasury balance of 0 wei ETH.

Most agent-payment demos prove an agent can spend money. Verigate proves spending money can itself be a risk-mitigation decision.
When an AI agent wants to make a USDC payment, Verigate screens it against policy, OFAC sanctions, deterministic prompt-injection heuristics (pattern detectors tested against obfuscation and encoding evasion — defense-in-depth over a deterministic floor, not a claim to catch novel injection), and behavioral anomaly signals. If the risk is clear, Verigate approves or denies. If the risk is uncertain, Verigate does something no binary allow/block gate can do: it autonomously spends a small amount of USDC to purchase external evidence, then decides. This three-state APPROVE / STEP_UP / DENY model is the core innovation.
Every payment Verigate receives and every evidence purchase it makes is settled through Circle's Agent Stack. Verigate binds those settlement events to a cryptographically signed receipt chain designed for carrier underwriting, claims review, and audit workflows.

With the insured's authorization, a carrier can retrieve a purpose-scoped evidence package for application, renewal, audit, or claim review.
Step 3 is the key innovation. The system detected uncertainty and autonomously spent money to reduce it before deciding. This is not a demo feature - it is a bounded, pre-authorized economic action that distinguishes Verigate from every binary allow/block gate. The evidence cost scales dynamically with the transaction value, so a $10,000 payment triggers deeper verification than a $0.50 one.
Every payment flows through a tracked lifecycle. The protected payment only executes if the validator authorizes it:

→ VALIDATOR_VERDICT_RECEIVED → FINAL_AUTHORIZED or FINAL_DENIED

On DENY: protected_payment.status = "BLOCKED", funds_moved_to_attacker = false. The validator's signed verdict gates whether USDC moves. If the validator is unavailable or returns INSUFFICIENT, the system fails closed - payment blocked.
Gemini-synthesized policies are compiled and deployed to both layers:

- Python compiler validates against organization-level hard ceilings ($100/tx max, $500/day max)

Defense-in-depth: even if Verigate is bypassed, Circle's wallet policies independently constrain the wallet. Even if Circle's policies are misconfigured, Verigate's application-layer policies independently screen.

These are real, independently verifiable USDC transactions on Base mainnet.
These are self-paid. All three transfers are between wallets Verigate operates (Customer, Treasury, Validator). They demonstrate that the payment mechanism and the autonomous STEP_UP economics genuinely execute on mainnet — they are not third-party revenue, and Verigate has had none. See Honest Disclosures.
Network provenance (read this before the live demo). The three proof transactions above are Base mainnet. The interactive demo on verigate.cloud settles on Base Sepolia to conserve mainnet funds, and the ERC-8004 reputation contract and public-key anchor are also on Base Sepolia. So: mainnet proves the autonomous STEP_UP economics really executed; Sepolia carries the repeatable interactive path. Receipts and explorer links are labelled with the chain they actually settled on — a Sepolia receipt is never presented as mainnet. The STEP_UP transaction verifies the Treasury-to-Validator USDC settlement. The linked signed receipt and autonomy-proof record bind that settlement to the STEP_UP decision, policy evaluation, and validator request.
Setup: A startup gives their AI agent a Circle wallet with $50 USDC. The agent's job is to buy market data, analyze competitors, and generate reports. It discovers compatible service endpoints and pays for them autonomously.
The problem: What if the agent pays a scam service, gets tricked by a prompt injection into draining the wallet, or overspends on garbage data?
The solution: Route all the agent's payments through Verigate first.

On DENY, the enterprise agent receives actionable governance intelligence — not just "no." Six internal agents (Coordinator, Gateway, Auditor, Investigator, Recommender, Forensic Recorder) run a post-denial pipeline that returns incident severity, root cause analysis, and policy change recommendations. The carrier gets the premium product: full signed artifacts with cryptographic proofs an underwriter can act on.

The insured controls carrier access through consent grants (POST /api/carrier/consent). Carriers pay per pull (POST /api/carrier/pull, $0.25 x402). Feedback is delivered over a signed channel (POST /api/carrier/feedback). See CARRIER_API.md.

Replays are free but not unlimited — you don't pay twice, but you can't hammer forever:
- A1 — Replay detection: Same denied intent short-circuits to prior DENY without re-running the scorer. Zero useful information leaked.
- A2 — No re-charge: Replays skip evidence purchase and STEP_UP. No fees, no treasury spend.
- A3 — Circuit breaker: Replays count toward the breaker. 5 denials → throttle. 10 → session suspended. The attacker gets locked out.
- A4 — Synchronous state: Every response includes the
enforcementfield so the agent can see its own breaker status and stop.

The carrier agent is self-waking — it subscribes to decision events and autonomously decides whether to investigate using Gemini. No human triggers the carrier. If Gemini says the event isn't worth $0.25 (e.g., low-value denial), the carrier skips it. If consent isn't granted, the carrier stops at the boundary. True agent-to-agent autonomy.
The step-by-step timeline shows every phase — no human clicks trigger the flow. Two animated arrows between the cards show the two payment surfaces ($0.05 check + $0.25 pull).
A background scheduler runs risk checks every 30 minutes without human intervention. Results are stored as GCS proof bundles. The overview page shows a live "Autonomous Operations" dashboard with total payments screened, approved/blocked counts, and last check result. Counters reflect the current Cloud Run instance and reset on redeploy or cold start — /api/operation-log reports running_since so the window is always explicit. The scheduler performs risk scoring only and moves no USDC; settlement is proven separately by the mainnet transactions above.

What Gemini does: Helps the validator reason about evidence context that deterministic checks cannot evaluate — service/amount plausibility, injection pattern analysis, payee reputation signals.
What Gemini does NOT do: Make the authorization decision. The scorer's STEP_UP trigger is deterministic. The validator's final sign/deny applies a deterministic threshold to Gemini's structured output. If Gemini hallucinates, the worst case is a suboptimal validator call — the same risk you accept with any evidence source.

All Gemini calls have deterministic fallbacks for testing/CI. If Gemini is unavailable, the validator defaults to INSUFFICIENT (fail-closed).
Why Gemini is advisory, not decisive: Verigate could put Gemini in the authorization trust path. We deliberately chose not to. If Gemini makes the payment decision, a hallucination can APPROVE a malicious payment - that's an unacceptable security property for a system guarding real USDC. Instead, Gemini grounds the validator's reasoning in verified historical data (RAG), and the validator signs with Ed25519. The system is safe even if Gemini fails. That's production-grade AI integration, not demo-grade.
The public CLI walkthrough uses Base Sepolia to avoid requiring judge funds; the documented customer-fee and STEP_UP evidence transfers were separately executed with USDC on Base mainnet.

Validator independence: The validator is independently keyed, separately deployed, and independently signed — but is currently team-operated.
