These shipped in this release and were missing from these notes. The release fold
requires a changelog fragment's first line to be ## Unreleased; six fragments in this
range did not have it and were skipped silently, and one change wrote no fragment at
all. The release LEVEL was derived correctly (minor, from three feat commits) — it was
the notes that were incomplete. Both halves are now enforced: a fragment that would be
skipped fails its pull request, and a cut that would skip one refuses to publish.
