Performance

• Removed the always-on backdrop-filter blur on the overlay (a full-page blur re-rasterizes every frame and caused a visible hitch on open). A solid dim is smoother and looks just as good.
• The background scroll-lock now compensates for the scrollbar width, so the page no longer jumps sideways when the popup opens.
• The popup DOM is built once and pre-built on idle, so even the first open is instant.
• The overlay now starts with the hidden attribute (out of the paint path on load).
