IOTBT segment devices (issue #83):

• Effects now use the full built-in scene list (46 named scenes) with the exact colour palettes from the app, reproduced byte-for-byte from the capture. Previously these were generic numbered effects with only a handful of correct palettes.
• "Number of LEDs per segment" and "Number of segments" are now configurable via the integration's Configure dialog (0xE1 0x08 command). Write-only for now.

Note: because the effect names have changed, automations referencing a specific "Effect N" on a segment device will need re-picking from the new named list.
