Boot 0.2 moves the public PostgreSQL queue integration to the a3s-orm 0.3 compatibility line.

This is a minor release because PostgresQueueBackend::from_executor accepts the ORM PostgresExecutor as a public Rust type. Applications constructing the backend from an ORM executor must upgrade both crates together.
