docs: sync ACL unordered block normalization

Summary

• advance the ACL gitlink and Cloud compatibility lock from 63f3cd7 to merged ACL revision 00ef948
• document Rust canonical_bytes_with_schema / canonical_digest_with_schema and BlockSchema::unordered
• document Node canonicalBytesWithSchema / canonicalDigestWithSchema and BlockSchema.unordered
• describe recursive same-name sorting by canonical UTF-8 bytes, retained positions, ordered unknown/unmarked constructs, and the separate schema-admission step
• update the English and Chinese ACL overview, Rust API, Node SDK, and generation-boundary pages

ACL source change: A3S-Lab/ACL#10, merged as 00ef948. Its post-merge CI passed both Rust and Node jobs.
