Windows installer: PyInstaller build, Inno Setup script, self-test

- desktop/config.py: version 1.0.0 and the online API (Render) used by the installed app
- Installed app: no .env, no local server; waits up to 90 s for Render to wake up
- AccidentAI.exe --self-test: loads the models, analyses a frame, pings the API (report in %TEMP%)
