…n-free guards - Delete the two superseded proof-of-concept-era reports from the active tree (M0 planning report; the docs-homed District-2 M1 authorization report) — their live authority re-rooted into R1-GOV; git history is the archive. - AFI_Full_Architecture.md: District-2 M1 authorization citation D-17 -> R1-GOV D-R1-5; drop the retired category-alias sentence (governed namespace stated positively). - Re-vendor the canonical Atlas registry byte-identical from afi-config@d6f2504 and re-pin atlas/PROVENANCE.txt (sha256 + afi-config commit). Atlas shape/graph/counts/contract-id unchanged. - Token-free redesign of check_architecture_doc.py (fragment-assembled banned path/term needles; enforcement preserved) and the check_atlas_summary.py comment. check_stale_refs.py unchanged (its tokens are out of R1 scope). Authorized by R1-GOV D-R1-5/D-R1-9/D-R1-10/D-R1-11. All three guard scripts PASS; no dangling references to the deleted reports. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
