PRD sequence of questions for infrastructure and functions

1. The infrastructure required for the product should be answered before the functions section.
2. After asking number of functions, the questions for each function should be grouped together. E.g. Name + Description + Scope. Scope checkboxes should vary as per the infrastructure field selections for the product.
