Pane v0.4.1

Taskbar icon fix: Pane now registers a stable AppUserModelID (TxsharDev.Pane) at startup, so Windows associates the window with the app for icon display and taskbar grouping.

Also in this release: corrected PDH fallback timing in the docs, and an NVML perf improvement (one shared sysinfo::System per refresh instead of per-process).
