v0.3.0: chore: skip tauri bundling, only build the binary

Set `bundle.active` to false so `tauri build` stops producing deb/rpm
bundles. The AOSC package builds the binary from source with cargo and
the release assets only ship the frontend dist tarball, so the bundles
were unused. The `bundle.icon` list is kept, as it is also the source
of the runtime window icon.
