Bug Fixes

parser: reject mis-decoded coordinates (false position fixes)

Compressed-position decoding previously accepted any 13-byte payload, so
non-position content (status reports, messages, free text) could be
force-decoded into bogus coordinates. Downstream range filters (r/, m/,
f/) then matched stations thousands of kilometres away.

• parseCompressed now validates the symbol-table byte and verifies that the
  latitude/longitude groups are printable base-91 digits before decoding.
• HasPosition additionally requires the decoded coordinates to fall within
  the valid range (lat −90..90, lon −180..180).

No public API changes; this is a drop-in patch release.
