chore: fold changelog into 0.3.0 for release

Unreleased contained the PR #4 fix round (DNS resolve timeout, speedtest
ctx, discover /31 wraparound and Success flag, display fixes, http
--timeout) but was missing entries for most of it. Documented those and
merged the whole section under 0.3.0, which was written but never tagged.
