Closes ARPAHLS#277 Keep the New Skill Proposal template category dropdown aligned with the live skills/ registry and CONTRIBUTING skill categories table.

Hey @AshSgDe29071999 thanks for this. This is clean and tight, but the issue was claimed by another contributor. Happy to review and merge if the decide to not see it through. In meantime check for other good first issues, including doc fixes like this one, as there are quite a few ❤️ |
