Release v0.8.3: build 16lh goes to every user on the release/0.8 line

A blend group is one combined screen (master BG across the blend, master
layers anywhere, slave rows greyed, rotation off while combined). Gate:
SMOKE: PASS --no-mobile (flows 729/729); check_js ok; step 3 (the three
examples through every view, Look Book and Excel exported and opened) PASS.
