First public release of the patch-neutral WoW semantic foundation for Kirin Tor.

Includes:

• compatible health, damage, healing, absorb, and throughput units
• AP, SP, armor, primary-stat, secondary-rating, and distance units
• separate mathematical dimensions for active player resources
• bounded reusable domains and conservative typed helper functions
• source register, community governance, issue forms, and CI validation
