Update the pinned Rust dependency from v0.10.0 to v0.10.12 across extconf.rb, Rakefile, and both CI workflows, and rebuild the bundled .so. The upstream changes are dialect/parser/generator bug fixes (Oracle FROM DUAL, T-SQL safe-divide, statistical aggregates, string -literal aliases, etc.); the C ABI is unchanged and AST changes are additive, so no Ruby changes are needed. All 49 specs pass. Bump gem to 0.1.1 so consumers pick up the fixed transpilation behavior.
CI runs bundler in frozen/deployment mode, so the lockfile must track the gemspec version bump.
