Add ManifestIds config option (allows you to download old game versions and disable updates on owned games)
Add DepotBlacklist config option (allows you to block steam from downloading certain depots. Fixes Saints Row IV download for Proton when you had it from the free weekend in 2016/2017)

Rework AppIds config option. Parent AppIds will now be taken into account, so you can now blacklist/whitelist whole Games by adding their AppId
Revert back to the previous method for blocking updates. Only works for unowned games, for owned ones use the ManifestIds config option
