Replace use of library strict-iso8601 (due to GPL)

The library strict-iso8601 is under GPL which has the nasty side effect of making all built code GPL as well.

Alternatives:

• python-dateutil (has a parser function but not sure if it can be configured to accept iso8601 only)

I believe that we now use https://pypi.org/project/iso8601/ which is MIT license. Closing.
