Renderd v0.2.0-foundation

Foundation Layer complete.

This release establishes the core shared infrastructure that every subsequent Renderd component will build upon.

While Renderd is not yet capable of streaming a display, the protocol definitions, configuration system, validation, serialization, and supporting infrastructure are now implemented and validated.
