Add Google package delivery and runtime validation

Summary

• add a reusable Google.Foundation simulator harness with the Places 7.4.0.2 runtime adapter
• verify direct and transitive package delivery for Places and keep the helper reusable for SignIn
• add a path-filtered macOS 26 / Xcode 26.6 workflow that packs and validates current Places delivery

This establishes the behavioral baseline while Places still uses Xamarin.Build.Download. Package structure, offline-build checks, and the embedded-XCFramework conversion remain out of scope for this PR.

Validation

• shell syntax, plist, whitespace, and privacy checks
• clean pack of AdamE.Google.iOS.Places 7.4.0.2
• direct and transitive Places consumers: native symbol linked and 59-file root bundle delivered
• all five Places simulator runtime cases passed
• clean pack of AdamE.Google.iOS.SignIn 9.0.0
• direct and transitive SignIn consumer smoke tests passed
• package discovery verified for zero, one, and multiple matching packages
