Add reconstruction of time-evolving samples with improved temporal resolution to cohere_ui and cohere_gui.

The code for reconstruction of time-evolving samples with improved temporal resolution is not integrated with the cohere_ui.
Need to add code to api_cmd to start the 'te' reconstruction.
And fix the bug: seems that the 'te' code was not executed for a while and not updated with changes.
