feat(workflow): add incremental stream alert triage - #653

Load deduplicated alerts in bounded cursor-backed batches and require explicit edge mappings to avoid forwarding oversized payloads. Persist namespaced model triage outcomes, align SOC display and filters, compact large workflow history data, and add regression coverage.
Validate cursor file identity, serialize production batches, and reject stale cursor commits. Propagate cache persistence failures and render the backend five-class triage verdicts in the SOC overview.
