App Version 0.4.6

Final 0.4 version branch release changes:

• Implemented connection of the diseases tab with backend after DB seeding
• Returned connection screen
• Attempted to add timer for the duration of each measurement (still buggy though)

Working measurements functionality to be expected in 0.5
