Value value is table in format any of item,recipe,tech,entity
Lets see in item example:

ezlib.item.get.list({fuel_category = "chemical", fuel_value = "4MJ"})
Will return all items that have fuel category is chemical and **fuel value is 4MJ **

or

ezlib.item.get.list({subgroup = "smelting-machine"})
Will return all items in subgroup smelting-machine

ezlib.item.get.list(value)

not_items = 1 this setting output all items that not type item (Ex. Gun, ammo, tool ...)
Use like this examples:

ezlib.item.get.list({not_items = 1})

or

ezlib.item.get.list({not_items = 1, fuel_category = "chemical"})

Output format is

{
{name, type},
{name, type},
{name, type}
}

or

{name, type}
