This PR freezes the current Enterprise Support AI Copilot baseline without changing business logic or HTTP interfaces.

README and core docs alignment
OpenAPI title and /about text update
Legacy Todo positioning
centralized mock tenant/user constants via mock_context.py

no API path changes
no business logic changes
no database filename changes
no experiments/rag_local migration

Verification

focused tests passed locally
Docker smoke validation passed
GitHub repository renamed to enterprise-support-ai-copilot-api
